... I am able to sign in just fine and it says welcome Japan, but then it continues to show the general sign-in page without my avatar and I am not able to see the forums that are visible for members only.
Strangely enough I am able to post, but I cannot see the Rant forum.
What is going on? And how do I fix this?

This is still going on. I can sign in and get the 'welcome Japan' thing, but then it goes back to the regular main page w/o my avatar and I cannot see the members-only forums until I reply to a post. Then for some reason, my sign-in works.

I have been having the same problem. But instead of signing in, I just go into the What's on Your Mind forum and I am already signed in. So I can just go to the 'New Posts'.
Its really weird.
