I wrote all this in my original post after your reply, but I thought I'd page you as well.

I have found lots of info about adopting while living abroad. It is possible! One site (military based- I discovered it while watching AFN-tv while in the Navy Lodge) that has lots of good links to different agencies and support sites is www.usadopteurope.com

Some agencies listed on the site which specifically talk about adopting while living abroad are www.adopt-abroad.com (they have a note specifically to military people) and www.projectoz.com
