The lab ranges vary widely. Last year, I had the peroxidase (TPO antibodies) test from a lab whose range was ">60" (my number was 58); last month, I was retested, with a different lab this time (Quest Diagnostics), and the lab range was "<2" (mine was negative this time, <2).
There are some experts who believe that the presence of any antibodies, even if below lab range, indicate Hashi's and treatment should begin before the other thyroid levels become abnormal. Others believe differently, and will only treat if the other thyroid tests are abnormal as well.
