Yes, a normal BMI counts as "thin".
But I'm not sure how good an indicator that is.
Before my PCOS was treated, I did have a BMI < 24 (which is considered norma;) but that could have been because I was eating very less ... due to my tendency to put on weight. Had I been eating normally, I would have weighed lots more.

A BMI under 25 is desirable. I have been a thin cyster until I stopped taking BCP and then gained 40lbs/2 pant sizes in a few months! I thought I was losing it! I wasn't getting my period, I was gainig weight but NOT pg! Go figure! I guess I feel better knowing that I am not insane but it doesn't make it any easier to lose this weight! I guess I don't know where I fall either. I think most would probably consider me a thin cyster although I don't feel thin at all!!
The Body Mass Index (BMI) is a good indicator, but does not take into account muscle mass.
Since getting off of BCP's my BMI has gone from 17.4 to 18.7. Most of the weight has been between the knees and bellybutton. My upper body is still very scrawny.

Because of the pcos I was up to 185lbs last year but lost the weight when I got put on glucophage xr.
Even tho I'm thin, I still have a tiny tummy pooch.. go figure. To bad sit ups suck so much and weren't easy and fun..LOL Hate to see what my tummy will look like after I get pg and have a c-section.. lol
