The only thing that I would add are these are 2 caveats:
1) Most states have laws prohibiting the pre-existing condition exclusion in certain situations - i.e. you had qualifying coverage before the new insurance, and there isn't a lapse of more than a certain period (i.e., 60 or 90 days) between effective coverage periods. You should check to see what the insurance laws are in your state - that is, it may not make any difference if you go to your appointment and are "diagnosed" before your mom changes insurance.
2) if you don't live in a state with prohibitions against exclusion for pre-existing conditions, you should be aware that treatment or diagnosis by the student health center or the health department would have to be disclosed for purposes of any pre-existing condition inquiry.
